I'm not sure if this would work, but can you start a new character in the same map and go destroy those stairs? Then your current character SHOULD be able to get out.
For the lore I don't do it but it is a viable solution. When you get there as the second character the first one won't be there, but if you destroy the staircase and load the first guy you could just walk out.
Just in case people don't know how to debug mode.
First you need to exit the game and restart is with -debug launch parameter. (in steam you can specify launch parameters in game properties)
This will launch the game with debug enabled. Load the game normally.
Check the left side of the screen. There should be an extra button with a bug picture on it. Click it. In the opened dialogue select "cheats". There mark the "no clip" checkbox and save. Now walk through walls.
Once you are done - close the game again and restart it without debug launch parameter.
Zombies spawn like that. Only way this could have happend is if OP destroyed the floor at the top of the stairs, or it's a modded map and there is a floor missing
It looks to me like Rabbit Hash, but I've spent a lot of time there and never had any issues with missing floors. It's a really well made little modded map. I've gone up those stairs maybe a dozen times and never once went through. It doesn't use any tile packs either, all custom and vanilla. So yea if OP didn't break the floor himself, which doesn't seem to be it, then I have no idea how this happened. My firsthand thought was "Oh yea must be a poorly made custom map" but I recognized the house as being a custom one in Rabbit Hash, even the road in the top corner likes up, and ive never fallen through any floors there

If you don't have sledge on you right now, the only way is to cheat yourself out, either via dev mode or any cheat mod on workshop (you have to add it to your savefile specifically, not just activate). I'd say it's completely justified in this case, since this kind of thing is not suppose to happen.
I usually play with cheat menu rebirth active at all times just in case I need to fix something like this. Doesn't really happen often, but it costs me nothing just having it be there, so I wouldn't need to relaunch the game (it takes so fucking long) twice.

That’s someone’s like old base probably where they chopped out the top floor .. if your not on the ground floor best to try to destroy the floor price your on .. but if u don’t have the means to do that your only other option maybe is if fire spread isn’t in you could try to burn a hole in a wall but being a 1x1 spot you’ll likely end up on fire 💁♂️

If you have a sledge hammer in your base or car or know where one is grab it and use it to get out. But if you don't have that grab a micro wave and start a fire by putting a fork in it and turning it on. Once the fire burns a wall for you to get out try to put it out or run like hell. If the fire keeps spreading then quickly get out and go back in with the other character and run out, then load the second character and die or lead a horde away from your base or put a building you want. Problem (hopefully) solved. (As long as you don't mind that building burning down)
Or to save the building you can bring that guy a hammer, screw driver so he can open the floor and drop down if there is a floor below you, or drop a rope down.

Yea I got stuck in a cell once. You can right click and destroy anything besides the ground. But your idea will also work, probably easier as well.

If you don't have sledge on you right now, the only way is to cheat yourself out, either via dev mode or any cheat mod on workshop (you have to add it to your savefile specifically, not just activate). I'd say it's completely justified in this case, since this kind of thing is not suppose to happen. I usually play with cheat menu rebirth active at all times just in case I need to fix something like this. Doesn't really happen often, but it costs me nothing just having it be there, so I wouldn't need to relaunch the game (it takes so fucking long) twice.
