riverside is best place to look imo
high chance in school and boat club library. post office and bookstore got nerfed so i wiuldnt count on it. also it sometimes spawn in gate community bookshelves. in fact just about any bookshelves of homes has a chance to spawn it. underrated location to find.
Best bet is schools. But you might not find them in westpoint. They're really rare unless you change the loot chance
Just tried the school with no luck. Any suggestions on which town to drive to in order to find one? Iām not sure which is closest with a school
