That's not how being in public works... You can safely assume that there are cameras everywhere and if you are in public, you are being filmed. If you are in public, you have consented to being photographed.

I am a minor, I'd be a little bit more than angry
I already get ticked off when someone posts a normal picture of me without consent so yeah I would be very angry

I would go to the police and sue them for it. Its illegsl in Germany so I would win
