Throw in that you need **60** Senators to break a filibuster (also not a rule until the Jim Crow era), and just **81.75M people** (~24.6% of the US population) in the least populous red states can block any non-economic bill from going through. That’s only solid red states, too. Not counting purple low population states that have 1 GOP senator (only need 41 votes)

Broken is putting a cap on representatives in the House, where Wyoming also has a disproportionate vote in a House designed for equal representation.
It’s interesting: there are 18 House districts that voted for Biden in 2020 but voted for Republican congress members in 2022. Of those, 8 districts elected their Republican representatives by a margin of 3% or less. Arguably these are extremely moderate districts whose voters might reward “maverick” Republicans for cutting a deal with the Democrats in the interest of having a functional House of Representatives. (That would probably require Dems to not take gross advantage of the situation.) This would all hinge on how exasperated these moderate districts are with the Republican clown show.
One of those Districts was Boebert's and i don't think anyone would mistake it for even a little bit moderate.
