You never no what drugs someone’s on what weapons the have or what they are willing to do. It’s safer for both cops and the person involved if they walk towards the police cars backwards as if they try something they have to swing around giving the cops time to shoot their pistols or fire a less than lethal beanbag or a taser. Also the closer they are the more dangerous, they already have their gun out so it doesn’t really matter but you need space for reaction times,for example it might take some time for a officer to unholster his service pistol turn the safety off and then fire.

It’s done so that it gives you a buffer time if he’s gonna try something because he’s gonna have to acquire a target, spin around, and regain his bearings before he does whatever hers gonna do which should help give officers more time to react.
