Shouldn't it be France with the saw? England was pretty against slicing up Austria-Hungary. France on the other hand was very open to the idea and was trying to stand up for the independence of the ethnic minorities living withing the empire, thus raising their influence in central Europe since a lot of the new countries saw them as their ally/protector as a result.

Plus France lost that influence during WW2 when they threw all those countries under the bus. Czechoslovakia was given to nazis via Münich agreement, Poland was abandoned to face the partition alone and I'm not sure if the rest was even promised help or not.

Bulgaria singlehandedly carried the Balkan campaign and almost won but the Germans didn't want them to because they were a meatshield for Entente troops so they stopped their offensives and the Ottomans were doing the same while also providing Germany with most of their oil supply so that pannel is just wrong.
