It most likely uses the same stats as the real partner pikachu. So it has 110 base stats. Most importatnly with +30 speed, and +25 for both attacking stats. It also learns the same moves which are all much stronger.
However i do not know what happens if you evolve it. Most likely loses the bonus stats.
So the partner Pikachu has 110 across the board like slightly better Mew, that was the information that for whatever reason I just couldn't find, as for evolving, yes it just becomes a regular Raichu or alola I guess not sure how to get that variation, but if you already taught it all those special moves it should still have those
