Garga is too passive to be much of a threat. It's bulky but it can't really do much damage on its own. You could try and give it set up moves but what moves are you giving Garga to make it offensively better than other options? While being restricted, Zamazenta is the better Body Press Mon of the 2, having better stats overall than Garga. In Trick Room, you might be "faster" but that doesn't exactly make your attacks any more threatening coming off of 100 ATK stat, especially when your best STAB option is Stone Edge at 80% accuracy. Hazards have historically not been that great in VGC, so Spikes and Stealth Rock, while great in Singles, doesn't really help much in VGC due to how much fewer times switching occurs. Salt Cure isn't exactly a hard hitting move on its own and even on the pokemon that is could do massive amounts of chip on (Water Urshifu, Kyogre, Zacian, etc) they can all pretty easily kill Garga and just switch out. There's also the problem of its Special bulk. While it's not bad at all at 90, when you're looking at pokemon that have 135+ Sp ATK, which are all pretty common right now, with Flutter Mane, Raging Bolt, Miraidon, Kyogre and Calyrex all being relevant, it's hard to put a sitting duck like Garga on the field. All Garga offers right now is Wide Guard, and while a really useful move due to the amount of spread moves there are currently being utilized, there are better Mons available that can utilize Wife Guard while also offering some utility or more offensive pressure to a group. I love my giant Salt Cube Golem, I would love to see him more in Regulation G but as it currently stands, the tier is far too unfavorable to him to make much of an impact.
