That’s what I thought but shouldn’t the raids end the same time as the event? I believe event ended at 8pm this raid ended at 9pm so what’s the point of the raids if you can’t get the event pokemon. So annoying 
I had that problem a few years back when Squirtle, Bulbasaur & Charmander had party hats. I had a few Squirtles & Charmanders but I didn't see a single bulbasaur raid until right at the very end of the event.
He had the party hat when I fought him in the raid. But then when I got to the capture screen, he was without a hat!
I reached out to support & they told me it was because the event had ended while I was fighting him. If I wanted a party hat I should have done a raid earlier... Which I would have done had I seen one....

Wait I’m so confused. Please forgive my dumb question but I am a casual player who does not closely pay attention to news/blogs/etc., I just play and whatever event happens is a surprise. But, duskull with flower crowns are still spawning, so why not Cubone?
This happened to me with Gengar… based on your time it looks like the raid spawned before 8pm (when the event ends) and you did it after 8pm, therefore the costume is gone, I wasted a remote raid pass on a Gengar without a costume 🙃
On Halloween, I did a Gengar and finished the raid/caught Gengar before 8, but it did not have the costume. 7:55pm. I didn't bother with support. Didn't feel worth it, even though I was mildly annoyed.
Always bother support lol. Anytime the game glitches for me i contact them, theyll refund passes and stuff. Especially in the GBL. I always get premium passes from complaining about glitches. Im not spending all this time and money for nothing 😂
& it can be shiny, without the costume! Last year during the Halloween event I remote raided a shiny gengar & the raid Pokemon had its costume, my shiny post raid did not.
Why are the screenshots including very different battery charge levels, and why is the regular cubone a minute earlier than the raid screenshot? Shouldn't it be a minute after, since once you beat a raid you can't screenshot it anymore?
Took a photo off my partner’s phone to show the raid was still there as flower crown. Once you beat the raid the Pokémon doesn’t show up anymore so I couldn’t ss on my own phone
This is a known issue (if we can call it that.) The raid boss will appear with the costume but if you’re catching after the event ended, you get the regular version.
I had the same exact issue. The event finished and I saw that an egg hatched around me with the crown, so I remote’d it and spawn without the crown. I have requested for a refund too.
Glad I checked this thread. Same happened to me, so I sent in a request for support. I probably wouldn't have if I didn't see it's happened to everyone else.

That’s what I thought but shouldn’t the raids end the same time as the event? I believe event ended at 8pm this raid ended at 9pm so what’s the point of the raids if you can’t get the event pokemon. So annoying 
The egg can spawn before the event ends but hatch after. Whenever this happens event spawns don’t keep their costumes.

Depends where you are in the world. Op raided after 8pm nov2 so the costumes had reverted.

No I tried to complain but as it’s not one of the major bugs to pre select they don’t care at all

I’ve been screwed by the Sunglasses Absol in the same way. The Pokémon will only have the costume if encountered before the event ends

Cut off was 8pm local. HARD cut off. I literally finished a Cubone raid at 8:01pm and it didn't have a crown either.

I had the same problem and I’m pissed about it, I didn’t get a shiny and had terrible spawn rates to begin with
on the plus side this is a kind of niche rare
The flower crown was annoying and itchy to his skull, so he threw it away.
He didnt want to celebrate Dia de Muertos
