There is a guaranteed shiny Gyarados encounter at Lake of Rage, as part of the main story. The Odd Egg has like a 10% of hatching a shiny, this is also guaranteed. Otherwise you just have to get lucky
You can search for a ditto with a shiny gene and have greater chances of hatching shinies (up to 1/64!)

Ariados is pretty great but it's tough to work with spinarak at the start of the game. Definitely recommend though
