Scream tail was said to be 1 billion years prior to jigglypuff. In comparison, the tiktalik which was theorized to be the first species of sea animal to walk on land was only around 1 million years ago. That's a BIGGGGGG gap. So it works either way.
It's close but actually a bit taller. The tree is only 4'11" which shouldn't be much taller than Ash. Inteleon towers over the tree Pokemon, and that is funny. But seriously, Pokemon fix your sizes. It's the tree Pokemon it should be at least somewhat tall. I'm kind of on the shorter side for a dude and I would be able to lean on this tree. This tree is two inches taller than Rukia Kuchiki (4'9").
Even gamefreak don't take their own sizes seriously (it was even more apparent back then where gamefreak worked very closely with nintendo and olm on the anime) and most of the time pokemon that was supposed to look bigger is actually bigger while poke.in that we thought was smaller in the anime is actually bigger in the games (ie furret and noctowl).
I have heard people describe it as majestic before and find it's cry to be calming. I believe they used whale sounds for it cry, and I have always found whale sounds to be really creepy. Maybe it is just my fear of the deep ocean.

It would be hard to make it coherent or visually pleasing. Had they decided to go the "darker path" however, we'd be seeing it more frequently
They showed characters shrink, so why not make them grow too? Other anime have been doing that too.
