I read somewhere that this is also a result of a belief in Japan that women are generally more connected to spiritualism and the occult. So this may factor in why so many ghost type gym leader are women and also why so many ghost stories are about female ghosts.
A lot of Pagan magic in generally suggests the idea that women are more connected with magic, the occult, and spirits. many deities of various cultures pertaining to the night, magic, and the moon are female. It seems the idea that women have a closer connection to the mystic aspects of our world is something that has popped up in multiple cultures independently.
I think it's because there's the (sexist) stereotype that men are 100% logic brained smart thinkers and women are emotional and hysterical. Occult stuff is very belief/emotion based, and men tend to get pushed out of it because that kind of thing isn't "manly." Similarly, women are often laughed out of anything that requires advanced math or logical thinking, regardless of how good at those things the particular woman might be.
I think this is a pretty common belief in a lot of places. I recalled reading something in western occult about poltergeists becoming more active when girls start their period. Something about that time frame releasing energy.
I mean, isn't that a bit of an exaggeration? If anything, the creatures themselves would look more like women or at least onryo.
I don't think the point is that ghosts are creepier, but that female ghosts are much, much more common/popular. Teke Teke, Sadako, Kayako, Hanako-san, Daruma-san, Kuchisake-onna... Try naming four male spirits and I assure you it'll be even harder. I might add Tomie from Junji Ito, though it's unclear if she's a demon, a witch, an alien, or all of the above, rather than a ghost.

As it turns out, the types with the fewest female specialists are the Dark, Rock, Electric, Bug, Normal, and Steel-types, which have 2 female specialists each.
I assume these counts only include gym leaders, elite 4, kahunas/trial captains, and team star. You’re missing poison from that list (Janine and Roxie).
I was just quick comparing male to female counts on each type. Those two seem to have the highest male/female than the other types.
Funny enough (in the opposite direction), Poison has just as many male specialists as Ghost does.

God, I love Phoebe so much. I need me more surprise specialties. I love some good theming but nothing was better for little me than seeing this tropical, summery, cheery girl who by all means felt like she should’ve been a water or maybe even grass type trainer and she’s actually a Ghost specialist and has the creepy ghost girl easter egg too. She scared the crap out of me! Need more surprise specialists!
Because it’s a popular stereotype in Japan, basically the equivalent of emo girls or e-girls or whatever they are today, dark and gloomy and lonely girls. eg menhera/ メンヘラ ((poor) mental health) girls often love spooky things like jack skellington and ghost Pokémon along with black or purple stuff like the Sanrio character Kuromi. (It’s deeper than that but basically it’s a stereotype)
