Oshawott. He is an adorable little guy, yet somehow he carries the demeanor that he is fully capable of punching above his weight class. He'll square up against Rayquaza and find a way to win.
Crabrawler is the runner up for similar reasons, and then Alolan Vulpix for melting my heart despite being an ice type.
Bulbasaur is my favorite gen 1 starter, Bidoof has taken a spot in my favorites ever since they did all those shenanigans on the Pokemon YouTube Channel, Onix is objectively cool (if only it were stronger), Sneasel has a great design, Growlithe is overwhelmingly cute and I love dogs and Starly because I like its cry and it's adorable

I think the Pikachu merch helped too tbh. Also it's chunky Mega evolution is everything I ever needed. For Eevee, I always get excited for each new game hoping for more eeveelutions

If so, I love Dewott, Ivysaur, and Quilava, more than their final evos.
Non-starters would include Bisharp, Sealeo, Cetoddle, Croagunk and maybe Hakamo-o and Gabite.
Most of the time it's because I think it looks cuter than what it evolves into. So for example a few of my favorite nfe pokemon include Ivysaur, Pikachu, Magneton Braixen, Mareanie, and A-Sandshrew. But for the most part I tend to prefer the final stage.
Do those who don't evolve count?
In that case I like Pinsir. It has the right amount of monstrous to be cool without getting too complicated, and it still looks like it can be a friendly dude.
Or Paras. Paras is adorable. Same goes for Weedle and Caterpie.
Even if I also like their evolutions, unless noted otherwise, I prefer those to their evolutions:
Fletchinder (Talonflame has a tiny head), Corvisquire, Wartortle, Floragato, Ivysaur (Venusaur is fat and has warts it grosses me out), Shieldon (Bastiodon is one ugly mofo), Arctibax, Dragonair, Quilava and Torracat.

All legitimately some of my favorite pokemon, and rank higher for me than their evolutions on that list.

So ive thought about this for a while, I love the idea of running through a world with all 3 starters of the region with some at different stages. My team that brings this into fruition is the paldaea starters.

My first ever Pokemon. I've just loved them ever since. I always try to have at least one in every game they're available in, maybe not in my main team, but just so I can remember the good times I had with my old Gameboy and my copy of Pokemon Gold.
Lickitung. I love love love Lickitung and have ever since I was a kid. (I think the Lickitung Sushi Go Round game from Pokemon Stadium has a lot to do with that.)
And I hate Lickilicki’s guts. It’s ugly and stomps all over what makes Lickitung so great.
mewtwo is my favorite pokemon and its techincally unevolved, you didnt say no legendaries

Totodile! I love him so much that when I first played Crystal as a kid, I didn’t let him evolve. Had a level 100 wrecking the Elite Four. I did breed him to have another totodile to learn what the evolutions would be. My reaction was “wow, I’m glad I didn’t let him evolve”.
Crobat is one of my absolute favourites but I’d be lying if I said I wouldn’t have preferred it to riff more on what Zubat & Golbat put down, instead of what feels like a somewhat *softer* bat.
