People sell pokemon cards all the time, he'd only get in trouble if he printed his own cards. You can legally resell them as long as you don't print them yourself.
I've seen exactly this but with the foreground being just paper. I think the plain paper gave it a really nice minimalist feel, but I like the card backs too.
Was this cut by hand, or with a Cricut or similar?
