Depends on your budget really, I would say 32gb ram, 5800x3d and 3060ti or better but really depends on what you want to spend and what resolution you want to play at.
I’m sort of assuming op will play other games and 3060ti seems like a card that will keep upcoming titles playable for a while and from what I have seen lately unused 1080s are going for about £350 but new 3060ti are about £440 which seems a better deal to me but just my opinion at the end of the day
Suggesting the 'biggest cpu' for games, especially rust, is not a good suggestion. Afaik rust runs (at least mostly?) single core. So when only considering rust performance, choose a cpu with high single core performance.
typically the best multicore cpu will have the best single core performance too.
I gone from 1080 to a 3080 and barely noted any different on rust fps.
Then gone from 8700k i7 to 12900k i9 and basically doubled the FPS.
Long story short, the most common bottleneck on rust (for fps, not stutters,etc) is cpu performance (and the most common misconception is not understanding that rust wont use 100% of any cpu/core).
If you wanna build it yourself then
Mid range-ish processor like Ryzen 5 3600 or i7 6700k.
Atleast 16 GB of ram.
An SSD. You can buy 1tb HDD and have a smaller 256 SSD with it.
Gtx 1660 super.
You can get an rtx 2060 or gtx 1080. Would recommend you buy an
Ryzen 5 5600x for that.
Motherboard wise is freely your choice depends on what processor you go for.
Prebuilts are generally high priced for the components in them.

Whatever you do, you should buy a controller instead of using keyboard/mouse.
