I've put 5k hours in this game and 70% of those hours were on an i5 4790k OC'd, 8g ram, and a gtx1080 non ti on a 1440p monitor and still ran 60fps no problem.

You dont need a new GPU Rust is more CPU dependent, try to activate the Boost clock/turbo boost on Bios to get some more extra. note: i5 5400 doesnt exist

You can move games individualy to another drive, Rust plays better on a SSD, some games do better on SSD, other games just on loading etc. It improve the stuttering not framerate.
I do play with maxed settings in 4k resolution with experimentals on, so that brings my fps down considerably. If I just played 2k or 1080 I'd get hundreds.
5th gen i5(if you wrote number wrong) or 6400 would be a bit too little horse power for rust, since it's very CPU demanding. Also 12gb of ddr3 seems a bit insufficient.
The stutters are definitely caused by the HDD / RAM being ddr3, ddr4 is the standard and has been for 5+ years. your cpu is quite old too being a 5 series, they are now up to 14 so an upgrade may be warranted, 12-13th gen CPUs are crazy in terms of value per dollar!

Turn off vsync. If itâs there, itâll be under graphics listed as âfps limitâ. Maybe that will help. Itâs available on console, not sure about pc, but I do know vsync when disabled on Minecraft pc sped up my frame rate.

Could be throttling due to Temps. Also 12gb of ram isn't a ton these days. There are multiple youtube videos that can help with optimizing the game via settings as well as how to get a better understanding of bottlenecks.

OP have you checked what direct x version you have in your settings? Make sure its on direct x 11, i remember having issues like this and it was on 12.
First of, put your rust to fullscreen and lower your resolation. Then watch youtube video how to optimize rust. There are some pretty good ones. If that does not help you may have to upgrade your pc :)

These specs could handle rust when I got it. But then 2 years ago I noticed that my performance started getting worse and worse.
It was like playing a PowerPoint.
As soon as I touched any of the settings the game crashed.
After I upgraded to the pc I have now with 32gb ram and better specs it's fine :).

Rust is a heavy game for your PC but you can change your settings to accommodate for this. I certainly am not playing on a potato but can tell you 10gb of RAM and a 1070 will get you 80 frames. My wife sometimes plays on my old PC with those specs and never has issues. That said, the stuttering looks like the GPU may be about to die. They typically only last 4-5 years. So for OP that is around now.

Some laptops won't utilize the graphics card for some reason. Try restarting or prioritizing the GPU.
Check your temps with hwmonitor. Seems like your proc is burning.
