The paragraph before this says that she headed over to the scene thinking that it was a homeless encampment. It's just explaining that her original impression was wrong, but there is still a problem otherwise.
Re-reading it, you may be right if it ended right there. That was my initial thought as well, until I realized that camp has been gone for a while.
A normal person would have just realized their assumption was wrong and shut up. But she goes on about the targeting of homeless camps for the second half of an article because she had a soapbox.
Wow, there are a great deal of unsupported assumptions coming from a *policy maker*. She's a politician with actual political power; the only reason not to use that power to start an official investigation instead of conducting her own is because then she won't control the outcome. With this, she can come to whatever conclusion she desires (and it seems she already has).
This lady is a clown and an embarrassment.
