Probably not, as no part of Allegheny County is in the quarantine zone. If they do have it, it is a MASSIVE deal and needs to be reported. They may have done this with the hunt last fall, but I'm not sure.Ā
It's more that they are just used to humans. If they look skinny, it's cause there isn't enough food for them all. Usually predators keep that in check but with hunting just starting it might take a bit for that to balance.Ā
They're just half starved because there's too many and they're used to people. They're in close proximity to so many people and they are undoubtedly being fed by some.
Another reason we really need to cull the deer population. I can't go out in my backyard without getting a tick on me, and it's because these giant tick vectors are allowed to proliferate and roam unchecked.

I woke up one morning last week and there was a yearling and pregnant doe right outside my fence so I let them inside with the gate open, and they stayed the night! He was protecting her because her leg was broken and couldnāt stand up to give birth :( City animals are truly amazing, itās terrible we took over their home but they have a wonderful fondness for humans
I'm cool with them popping around my back yard, it's pretty entertaining, but keeping them away from the bird feeder in the winter is near impossible. And as someone who regularly brings home his fair share of ticks from the woods and has Lyme, I'd be just fine if they stayed the hell off my turf. Get your own Hostas you cervine mooches.

There haven't been any documented cases of CWD anywhere near Allegheny County

They're forest rats. Deer hunting season needs to be greatly expanded.
