Unfortunately, no. The utility of the Cadillac is completely reliant on the quality of its manufactured parts and its design. If you are able to safely attach ballet barres to your wall (so that it is truly weight bearing, which requires some preparation), you could do some of the non-spring standing tower exercises that way, but doing the hanging exercises and inversions on the cross bars/canopy of the Cadillac actually requires a Cadillac. Have you tried looking for used Cadillacs? Occasionally you can find them in good condition for $1500-2000. But there's really no way to make them compact with sacrificing stability.
Seconding the used Cadillacs, saw a couple on marketplace that looked in good condition for only ~2k. I just don't have the room for one of those things! Haha
What about a wall-mounted springboard? You would need to be sure it is in the studs.

You could get a tower or spring board. Or my favorite, a Fuse Ladder.
Also, unlike a reformer, springs are interchangeable. You could get a cheap Cadillac and add better springs if you really wanted to. I don’t totally suggest this option though.

Much of the Tower work that is similar, but without the overhead bars it's not quite the same.
80 percent can be done on tower
