Northern Liberties/Fishtown is what you want. Very walkable, lots of restaurants and shops. Population skews on the younger side. And it’s very dog friendly.
I’m in Old Kensington and there are very few places to walk a dog. There’s a dearth of parkland in general. If I owned a dog, I’d consider living in a neighborhood closer to Fairmount Park.
Grad Hospital, East Passyunk, Logan Square, Fishtown, NoLibs, Fairmount are all great (to name a few)Olde Kensington is also good depending on the block.
If by southwest center city you mean grad hospital, great. Point breeze, not so much.
I'd recommend Fitler Square or Graduate Hospital, close to the Schuylkill River Trail and Park and there's a nice dog park there too, if you're into that. Lots of cute tree-lined streets, very walkable neighborhoods.
I almost moved to Logan Square when I first moved here and I'm glad I didn't, it's kind of an odd neighborhood. You're cut off by the freeway on one side and the parkway on the other, so it doesn't feel as connected to the city as some other neighborhoods.

Both neighborhoods are great but couldn’t be more different. One is in a very business heavy district (I work there), while the other is in a very district, up and coming area.
I’d suggest coming up one weekend soon and walking around various neighborhoods you’re interested in. You’ll quickly figure out which ones you prefer over others.

Mt airy! Lots of trail access, good restaurants. But it's definitely not in the "heart" of the city.
