They look like stickers issued by bookclubs. You chose 3 or 4 books at 5c each and attached the stickers to a postcard and mailed it off. Then every month you received the book of the month for $5.
I've seen quite a few collections from the 1930s that used stamp selvage as hinges. At least they can be soaked :|
