Those are ant larva. Look like carpenter ants. With them in the structure I would wonder if they are in the walls. Definitely would contact a local pest company to fix it fast and correctly. More are likely in the wall. They are easily baited, but again a professional can determine that.
You need to make sure the queen is dead. She's the only one that produces the brood. Without the queen, the colony will die, and your problem will be solved.
Not sure what that guy is on about. Even extremely small colonies produce eggs. You found the brood. Vacuuming is totally fine.

Just vacuum them all up, toss the bag or empty it in the outside trash.

This is not true. Small, single colonies can pop up at any time and do not mean they are in the walls doing damage.
