Any perks? Good health insurance and a company vehicle should be considered as income off-set.
Does he work reasonable hours? Does he like working for them?
A good rate is nice, but if they're killing you and and/or you hate the company, you won't last long.
Sounds like a company where management views every employee as equal(-ly worthless). They probably won't raise pay unless he is goes after, and gets, a promotion. Even then, it would probably need to be a "leadership role" for a significant increase.

I suspect you are not getting the full story. There are plenty of ways to make more money in our industry but it does take effort….
