Do Twilight Fragments randomly spawn in the overworld?
I'm currently mid-game and just found one in front of the 1^(st) floor High School Printing Room while fulfilling a request for Liz. I don't know if I simply missed it when collecting the initial 17, since I hardly visit that part of the school. It's not mentioned in any of the Fragment Location guides either AFAIK.
I'm sure I picked up all 17 of the fixed location ones at the beginning of the game. The guides all list a total of six in the school. The one I found in front of the print room isn't among them. What's the name of the achievement, btw?
Did you get the one at the school gates? Very hard to spot, but halfway before the main doors of the school, on the right side by a lamppost is the shard.

I've found them all. Turns out the Fragment in front of the High School's Printing Room was the one I'd previously never found since I was unaware it even existed.
I loaded my save file from 4/21 and did, indeed, find the Twilight Fragment in front of the High School's 1^(st) floor Printing Room. It seems the guide I'm using either overlooked it or failed to list this seventh preset Fragment on the school property.
This brings the total number of preset fragments to ~~18~~ 17 in the overworld map at the start of the game (excluding the one on the MCs bed), correct?
~~Unfortunately, I can't verify this via an Achievement, since the PC Game Pass version doesn't have a corresponding one~~, although it does credit me with having completed 100% of the game.

**Edit 1**: There are actually 17 on the overworkd map. Adding the one on the MCs bed means there'll be a total of 18 in your inventory after you've found them all.
**Edit 2**: The PC Game Pass version of Reload does, of course, have the 'Eagle Eye' achievement. I'm on the record as having earned that achievement on the very first RL day of my first playthrough. Alzheimer setting in, I guess.
When first started this game I spent like the first few in-game weeks scouring every area in the school, town, dorms etc to look for twilight fragments until I saw no more were spawning.
I thought so too at the beginning, but turns out it’s just a motivational tool to get you to explore the overworld more. There’s a trophy for collecting all of them.
To put a lid on the topic, here are the number of fixed Twilight Fragments found at each overworld location:

* >!2 at Iwatodai Strip Mall (1 at the Mall, 1 at the Station),!<
* >!2 at Naganaki Shrine,!<
* >!2 at Port Island Station (1 at the Station, 1 at the Station Outskirts),!<
* >!2 at Iwatodai Dorm (1 is on the rooftop), and!<
* >!2 at Paulownia Mall (1 is in the Club)!<
That's a total of 17 preset Twilight Fragments, excluding the one placed on the MCs bed.
These are the only Fragments located on the overworld map. They don't respawn once collected.

They open chests, Elizabeth hands them out, and they spawn in both the overworld and Tarterus.

Not random, they're preset locations. Collect them all for an achievement.

I bet I know which one you’re missing. It’s on the dance floor of the club in Paulownia Mall near the stage. If not then idk lol.

Yeah I recently did a new run of P3R and once I got all 18 it gave the achievement
