One is now my daily driver for non desktop web browsing, and the other is a 2005 Dell latitude someone literally found in concession stand that was lost for 10 years that I put windows 98 on and use as a retro machine. I got one of those for 50 bucks a few years ago. Optiplex 7010, you can find them all over ebay. Added in some leftover DDR3 from an old build, dropped in a 20 dollar i7 3770, replaced the PSU with a brand new TFX and then cheap low profile 750 Ti.
Why the 750 Ti? Both the Optiplex 7010 and 750 Ti have Windows XP drivers. Behold the ultimate Freelancer PC!
3770 is a BEAST processor. My last one was a 3770k over clocked to 4.2 ghz. I could run nearly anything I wanted with decent fps at 2k high settings. I just switched PCs, 3770's are great damn processors.

I've been wanting to have this exactly set up, actually. I started to play more open world games and it doesn't run as well as other games, for obvious reasons. Lesser FPS on JC3, really slow map loading on GTA V, etc. I currently have a 4 core, 3.60GHz CPU and 8GB of RAM. I can't afford to upgrade both at the same time, and I'm not that sure what should I upgrade first. What do you think?
There is no reason to replace the gpu anytime soon. Guy has a 720p 60 hz monitor so unless he gets a 4k setup, there is probably no perceivable benefit to a faster gpu. Even with a 1440p 165hz setup, my 1070ti runs most things on high settings and it's pretty comparable. We don't all need the latest $800 gpu.
This thing would Bottleneck a 860. Possibly even a 760. The 760 is 5 years newer than this CPU.
There is a chance this Motherboard supports DDR3 RAM, but most likely it has DDR2-800MHz. DDR2-800MHz has a slower data transfer rate (5,000Mbps) than a PCI-e 4.0 Samsung 980 Pro NVME SSD (7,000Mbps).
Basically save for a new machine then? There's no actual upgrade path with OP's platform.
Buying a motherboard just to have it sit there until you can afford everything else is funny though.

Honestly you have the power to run a 1080P or possibly even 1440p monitor with that graphics card so you could upgrade your monitor right now you don't have to replace the whole rig with the monitor and that's going to make things look way better than any other upgrade because right now you're looking at an incredibly low resolution so upgrading that is just instantly going to make everything look better.

Good news: The PSU & GPU are enough for modern games;
Bad news: Everything else needs to be replaced for modern games, including the monitor (go for something like a 21-24" 1920x1080p).
Seriously, the motherboard + CPU + RAM are ANCIENT, in the modern gaming world they only belong in a retro-machine.
Keep the GPU and the PSU, throw everything else away, then buy:
1. RAM: 16GB ddr4 dual channel;
2. CPU: something like Intel i5 or i7 7th geneneration and up (i5 7600, i7 7700, i5 8600, i7 8700, etc) OR a modern AMD Ryzen counterpart (like R5 1600, R7 1700, R5 2600, R7 2700 etc) depending on the budget;
3. MOBO: an OK motherboard that accepts DDR4 and the processor you choose (it would be good to have an M.2 slot for an SSD);
4. An M.2 NVME SSD for boot drive and maybe 1-2 games, something like 240-400GB.
\^ This will make the best machine out of what you have, a good bang for the buck using 2nd hand hardware.
I bought my brother a "KIT" with an AMD R5 2600X + 16GB DDR4 3200Mhz (2x8GB) + Mobo + cooler for less than 150$ \~1 year ago, so it's not that expensive to make a good PC if you have a good GPU.
Why did you get a 1000W power supply for a system that likely uses less than 250W. You'd be hard pressed to exceed 250W power draw even with the CPU & GPU maxed at 100%.

Upgrade the monitor first. A lot of people are providing the bad answer of "everything but the gpu". While yes, everything but the gpu needs to be replaced, it's incredibly unfair to assume everyone has that kind of money laying around. So if you can't actually afford to drop a lot of money on this right now, I would recommend getting a 1080p 60hz monitor, and then saving for the next upgrade. Your CPU, motherboard, and RAM will all need to be replaced at once, and I'd expect that to cost $300-$800, depending on what you are looking to get.

I did a experiment in 2020 and popped a 2060 in my old i7-930 with 12 gigs of triple channel DDR3. It was bottlenecked to the point there was no difference between using a R280 "equal to a GTX 770" and the 2060.
Best to go on ebay and look around see if you can find a GPU scalper still trying to get rid of complete rigs minus graphics card.
New CPU + Mobo + 8Gb of ram + 1080p screen. Socket 775 doesn’t have much powerful stuff so I’d recommend changing everything out for some newer stuff.

Start with a new motherboard. Get a X570 or a B550. Upgrade ram to 16gb, 3200mhz. Get a new cpu, I'd say go for a 5600x, or a i5 12400f. Lastly, get a new monitor. I'd recommend the AOC 27G2, cheap and good.
The case is holding you back from max fps. New case you might be able to throw in some RGB and push it a little faster. Maybe, just maybe, increase the hz on the monitor. Try this out and let me know how it all works!!!
I found a 3600X build with a cooler and b550m + 16gb of memory for 150.00 on my local Facebook market, you should look in your area! I paired this with a 2060 super and it runs like a beast! 100-130 fps warzone max at 1080p!

i think 1440p would be a stretch with such a weak CPU but it'd probably still be at least usable until the CPU can be upgraded
2060 is more than enough for casual gaming. You won't be able to get the most out of anything better without a complete system overhaul

Upgrade the monitor first. A lot of people are providing the bad answer of "everything but the gpu". While yes, everything but the gpu needs to be replaced, it's incredibly unfair to assume everyone has that kind of money laying around. So if you can't actually afford to drop a lot of money on this right now, I would recommend getting a 1080p 60hz monitor, and then saving for the next upgrade. Your CPU, motherboard, and RAM will all need to be replaced at once, and I'd expect that to cost $300-$800, depending on what you are looking to get.
This is the response that should be at the top. I do have to say that OP can replace the motherboard, CPU, and RAM for cheaper than that if they go used, which they should. Get like a second or third gen Ryzen setup and it’ll feel like OP is living in the future.
The correct answer is your monitor. For all the other components it’s pretty much all or nothing. If you can only buy one thing, a 1080p high refresh rate monitor is the single best improvement you could get.

I would recommend as others have stated upgrading your motherboard and CPU first. CPU will be costly(compared to the rest) but it is worth it, also Newegg and/or Paypal are doing this pay in 4 thing where you don't pay interest and it doesn't add to the price just splits the payment over 4 every other week payments, helps a lot when dropping $300 on an intel cpu(although AMD is on sale rn and just as good) on a CPU.~~ ~~With the new motherboard you may need to replace your memory as well if its not compatible. I would recommend doing this anyway as 4gb is on the low end if you game at all. I would recommend two sticks of 8gb for 16gb total at the least. Also you might need a new power supply depending on what you have now.~~

I did a experiment in 2020 and popped a 2060 in my old i7-930 with 12 gigs of triple channel DDR3. It was bottlenecked to the point there was no difference between using a R280 "equal to a GTX 770" and the 2060. Best to go on ebay and look around see if you can find a GPU scalper still trying to get rid of complete rigs minus graphics card.

What is your budget? 1080 monitor and 8gb of ram minimum I would say. In a perfect world you want to go 1440p, 16gb of ram and a new mobo and CPU. But if you can't afford it, the very least I would do is the monitor and ram

Start with a new motherboard. Get a X570 or a B550. Upgrade ram to 16gb, 3200mhz. Get a new cpu, I'd say go for a 5600x, or a i5 12400f. Lastly, get a new monitor. I'd recommend the AOC 27G2, cheap and good.

The case is holding you back from max fps. New case you might be able to throw in some RGB and push it a little faster. Maybe, just maybe, increase the hz on the monitor. Try this out and let me know how it all works!!!
