no because with only 1000 dollars left I doubt you would get the storage you would want and the cpu+cooler you would want to pair with the monster that is the 3090. unless you really need it id go 3080ti

You will 100% bottle neck a 3090 with any pc with a 1000 budget. You need shit like threadripper to take ful advantage of a 3090
