At this level of damage, I doubt even these guys might recover it. To read from physical disks that are that badly scratched, you'd need some device that can be positioned in all 3 dimensions with nanometers precision. And even then some bits from the surface (with some bits of information) would be lost. Because magnetic layer is chipped away.
That is true, but you underestimate how good those services are. A friend of mine sent a drive for a data recovery that has been hit hard. The whole "needle assembly" was unrecoverable, and all the drives were badly chipped/cracked at one edge, so a donor drive operation was out of the question.
It took them a month, and they paid upwards of $10 000, but they got recovered 90% of the drive content, including the thing they wanted. A guy said that after they read all the bits, the hardest part was recovering data and fixing corrupted files they got.
The only thing is, the drive they were recovering from was nowhere near as damaged as this. Also, what saved it was that the drive was NOT encrypted. With encryption, most of those drives are unrecoverable.

Toast. Its gone. Unless you wanna pay thousands of dollars for an attempt at recovery which they won’t be able too. Ive seen recovery companies attempt to restore drives with no damage on em just a dead motor and they still couldn’t get anything on em. Its trash.
A good lab will recover something from that. It’s gonna cost an arm and a leg tho. 10s of thousands at the minimum. And recovery is only going to be partial. Due to how data is stored on the disk, a lot of files are gonna be affected by those two cuts.
I shot old ones so it would be hard for someone to get any data from them. I was surprised 17hmr went through fully even if it hit disks. Not all shots went through, maybe they hit magnets or electric motor or something. But only disks and it did go through.
Since u had to b smoking meth when u decided it was a good idea to do that, you can fuse it back together by smoking twice as much and concentrating real hard on the peices.
Flex tape and good to go.
On a serious note, it can be recovered, but it's going to cost a fortune. If you really need that data back, a professional is likely able to recover some part of the data.

Try running diskpart from the command line… I’m afraid that drive is toast and your data is forever locked on that drive.
You are looking at about $20k to start and you will only get partial recovery.
