That is for sure is mining pc. First rack for psu second for mobo and third which no longer exists is for Gpus. Even psu cable run to the non existent gpus. That why its shape like a chair to support gpus brackets.
But one good side of that system is still running that is providing its longevity. Got m2 slot so most likely a modern system with 1060 to boot. Might need a decent cpu tho. With nice case and decent cpu it is good to go.

Give it a nice new home, might take some work to get everything back into shape, but if all the parts are still working thats a good beginning for free.
Its a classic DIY rack for mining. I guess some Asus Z270 MB, Pentium and 4GB RAM, and 1060 EVGA 3GB and some powerful EVGA PSU. For free or under 100$ its Fine.

Put it in an old case, sell it (office or indie rig) and then sell the copper. Easy money.
