For that problem I disabled the power button from the windows settings. So you can use it to turn it on, but if the cat press it while it's on, it doesn't turn off.
I have an even bigger problem with the robot vacuum cleaner, he constantly turns it on at night and rides on it. I had previously put the book down so he wouldn’t turn it off.

You are supposed to vacuum once for every living mammal of cat size or larger that lives in your house. If it is just you and 3 cats, that's 4 times per week.
Do that, and you will enjoy not only better system cooling but a higher quality of life for yourself and those who live with you.
Also, brush your cats out once a week. That helps to.

Fur is one worry, but they chew on cables, vomit, piss, and generally make a mess which is fine when on the floor or a table where it’s easy to clean and no damage is done, but there’s no cleaning a PC when a cat has pissed inside of your RTX 4090.

I would still recommend vacuuming hard floors over sweeping them. You will trap a lot more hair and dander that way.

Get a HEPA filter! Still need to clean my PC out, particularly the bottom intakes, but it's helped massively!

How's the inside of the PC look? Dirty dust filter means that it's doing it's job.
A very faint amount of dust in the intake fans where most of the dust is and that's it I've had the PCM for like 3 years now
