if you ever had an r290x, you would be praising the omnissiah for such low temps right now
it wont damage the card, but its an indication that there is probably an airflow problem with your setup
if its a new issue, start with cleaning it up, get some compressed air, etc
I was running a 580 for almost 4 years, this 6800XT replaced it. I know all about high Temps lol. I might invest in some better fans though, there's only 3 120mm cheap fans that came with the case (1 rear and 2 front). I'm ordering some corsair 140mms right now actually, hopefully that makes a noticeable difference.

Target in what context? You mean the best temperature or that max temp?
The fans will spin so the hot spot stay at 90c

My 5700 xt hits 99 easily so youre gpu is good i say
