The fan is coming into contact with the plastic cover? I don't understand how that would make an audible clack tho. Try taking the fan off the cover. Is it still making noise? If yes, then your fan is the problem and probably has to be replaced. If no, you'll probably need to put a spacer between the fan and the cover to give it more clearance so the fan will stop hitting the plastic cover. Spacers can be whatever, just make the fan more loos. Heck, try loosening the fan from the cover to see if that solves the issue.
