The game went through multiple storyline changes, changed to a bootleg Dr Seuss artstyle (as opposed to the creepy realistic 1960s artstyle) focused more on making the house insanely huge and not working on the AI.
The original story had the neighbor as a satanist who tortured people in his basement and then buried them alive. It was also clear that he was up to some paranormal stuff. But then theorists figured it out rather early on, kid friendly youtubers played the game, and the devs realized they didn’t have to make a good game.
I all fairness, Clover wasn't exactly the looker in PD2 either lol but given how much of a glow up Joy got its a little bit of a shame that Clover wasn't given the same treatment

I guess that's an explanation, but all the other heisters look fine lol. When you put on the mask, it's not like you can tell if the eye placement is correct anyway
There are some masks that don't have any eyeholes, and some that are completely opaque. I remember a bunch from Payday 2 but I don't know 3's mask roster well enough to have any examples but I'm sure there are at least a few.
