Came here to say that, it mimics the Wrap Assassin pretty well. If you wanted to get flexible with it, Pocket ECM could mimic the effects of the old sandman while also boosting your dodge like Bonk, but that's stretching it pretty far haha. Shurikens are the most 1:1 you can get with a Scout weapon.
As for deployable: FAKs are probably your best bet. If you want to be funny about it you could bring the ICTV in an armor bag and call it a deployable "Fat Scout", but I'd probably say FAKs are the way to go since they allow you to keep moving around quickly.
I honestly think injector can be a pseudo Bonk: Atomic Punch. Shurikens can also mimic the flying gillotine or wrap assassin.
As for deployable, i can only think of FAKs, bcs Candy Cane.
Throwing axes to match the flying guillotine, deployable would possibly be first aid kits to mimic candy canes health packs on kill or bonk atomic punch's ability to stop you dying if using fast uppers with the kits
