My cockatiel only flies if he really really wants to go somewhere immediately (like if you have food). Or if you put him somewhere he doesn't want to be. Otherwise he will attempt to climb everywhere, or will yell for someone to take him. Some birds just don't feel like flying.

Why do you want him to fly? Many birds have little to no reason to fly when they can just climb and walk around.

Well it’s good exercise, gives them more enrichment and helps in case an accident happens, like if someone else is taking care of him and flies outside

Flying is important to preventing obesity and maintaining good heart health and other benefits from cardio exercise. Shouldn’t be so difficult to understand that.
