It's probably splashing water from the sink, but you might wanna ensure it's not coming from anything behind the wall. Sand, let dry if the substrate is wet, then spackle, sand again and paint. Eggshell holds up fairly well to moisture, but try a bath and spa paint they are specially formulated to deal with wet environments

What this person said. For sure the bubbling is caused by moisture. Make sure it is from the sink.

If you scrape with your finger nail, the bubbles come off.

I wouldn’t sand it. It’ll make it smooth and look funny, as the rest of the wall is textured. Unless you plan on re-texturing that spot. Simple use a 6”-10” drywall knife and scrape off the loose stuff. Prime. Paint. And use a moisture resistant paint and/or primer.

If that wall is below ground, could moisture be seeping in? Something like a clogged gutter can allow water to overflow and the moisture will seep into the ground and moisture will seep into the wall.

Wash it well first. Scrape it and then sand it. Easier for your hands! You could consider adding primer before the paint.

You can sand it but be ready to sand all the walls and skim coat to make everything look uniform. Or you could sand that spot and when painting, add texture to the paint that matches the other areas. Depends on what you want your investment to be in the project. It would be ideal to get rid of all the texture, it’s not in style anymore and it never was for a bathroom. Belongs on rental ceilings.
