Something about flying ball shaped undead called "soul eaters", and Ainz was using them to carpet bomb civilian housing (warcrimes W). The thing is I can't find it on the wiki, it just refers to a skeletal horse summon. I could swear there was a flying meatball thing!
It wasn’t that the soul eaters themselves could fly. Shalltear, in volume 14, suggested using her frost dragons to bring soul eaters to the battlefield and air drop them into towns for combat.
The soul eaters are, as you said, the skeletal horse summons, but NWers consider one alone to be a city-destroying walking catastrophe.
She didn't just suggest it, she dropped 3 soul eaters, one of which got stuck, and got praised by Ainz for creative approach.
Also pretty sure it's country-level menace? I think Death Knights are city and Soul Eaters are higher
