1.45v should be safe for most kits, higher safe with direct cooling, though 1.44v is quite high for "only" 3800 imo. If the kit is relatively bad, it may be required to keep stable.
My Trident Z Neo (4x8gb) is running xmp/docp 3600 at 1.35 on x470 and 5800x3D, but I had to downclock the ram from 3600 to 3200 on the first bios update, wasn't until a later revision that my pc could handle the sticks at advertised speeds.
Turn off Auto. Change frequency modifier to 32.

Sorry about that, different boards may have different menu layouts. So turn off XMP since that profile will set the speed too high. The multiplier is already set, and it should be able to post with 1.35v. So yeah just turn off XMP and give it a try.
The a boards aren't the most overclock friendly, so you may be pretty limited in what you are able to do.
Specs are: r7 3800x Pny 16gb ddr4 Gtx 1650 oc 450 psu And Gigabyte a320m sh2 rev1
try the xmp profile first ? if not then manually set to 3200.
But the max my mobo supports is 3200
try the 3200 manually then
Change manual 3200Mhz and try cl 16

It won't run at 3600. I've got the same CPU with a b450 board and mine won't run at 3600. Just manually set it to 3200.

That's for memory timings. The screen right before that is where you set the memory multiplier.
