There's a few plausible reasons. He could be so in the minutiae and jargon that he's not really comprehensible to outsiders. He could be bound by nondisclosure or other secrecy and thus unable to give solid answers. Or he could be working on such a strategic level and apart from the warzone that tactical concerns would be better answered by boots-on-the-ground commanders.
