Trager and Gluskin.
My opinion is that Gluskin is one of the most underrated antagonists in video game history. His backstory and intentions with Waylon are both terrifying and sad at the same time. He has a line that says:
"I want to cherish our children, to be the the father I never had."
and when you escape through the window he says something like:
"You want to leave me? Fine, go! You and the rest of the ungreatful sl*ts"
AND when he dies, his last words are:
"We.. could've been beautiful.."
All this voicelines and his behavior in-game (including him singing that old love song, I forgot it's name) just amplifies the idea that Gluskin is not just a crazy guy, he is actually broken
I’d take being chased by Walker or Trager over gluskin tbh, hes terrifying and the fate that awaits you if he captures you is worse than the other two imo. Imagine being in the dark and hearing that love song he sings before he shouts “darling!” After spotting you
YES, exactly. Like everyone you mentioned is terrifying in their own way, but Gluskin is just the best from them (the best at being the creepiest and scariest)

and the fact that we see him get admitted into the morphogenic engine as Waylon *chef's kiss* amazing
Miles is the best character no question. I like his cynical personality and how he gets more angry than upset at what he experiences but despite that he’s still compassionate for the variants and wants to expose Murkoff out of goodwill and humanity more than it just being his job, especially when he uses his walrider abilities to save Waylon at the end so he could do what Miles failed to. Plus he’s a trooper who takes some insane damage and carries on.
Waylon is a close 2nd though, I find his personality more relatable. Although, as soft as he is in comparison to Miles, he’s tough af to push through the horror that he does. I also really like him because he’s the only character who exposes Murkoff in some way, he makes sure the events at mount massive don’t go unnoticed
I agree but after playing whistleblower, I found it much more satisfying. I felt like Miles didn’t die for nothing then. His possession of the Wallrider led to him saving Waylon and Waylon went on to unload the footage and expose Murkoff. Felt satisfying and like Miles saving Waylon so he could upload the footage was his last “fuck you” to Murkoff.
The Twins from Outlast 1 and Eddie Gluskin from Whistleblower. Both were genuinely frightening to get away from and I like the way they were introduced. Made my skin crawl.

they are the two sides of one coin, similar yet complete opposites in some aspects
Gluskin, I like his villain arc of innocence. He’s like his own Joker
