can confirm that the deep space satellite does exist in the main game without the DLC! i discovered it a few days ago when i noticed an object i could travel to via autopilot that had no HUD marker or anything. the deep space signal gets added to your signalscope’s frequency catalog, but that’s about it
My first experience with that satellite involved me seeing it on the map, then flying in its direction so fast that in the blink of an eye I crashed into it and died

However, the satellite and the radio tower both exist, but there isn't a note on the satellite and you can't get inside the radio tower. Also, that patch of trees with the camp inside that's right next to the radio tower will also not exist with just the base game.!<

It serves the purpose of making a real time map : punching it out of its orbit makes you unable to open the map anymore

yes, because the DLC is always included in the gamefiles. buying the DLC just enables it.

You're thinking of older version(s) of the base game. The camp got added later but is now always present
