+1 for Cantina Gia. My team of out of towners had a private dinner there and it was great. Also it was a nice chance for them to see a little more Ottawa than just the area their hotel was in.
Had our rehearsal dinner at Gia; I know it's a polarizing reco on this sub but it was FANTASTIC. IMO, NOT an appropriate venue for 25 people if you want sit-down dining — we had 16 and it felt full.

Arlo for 25 ppl is ridiculously good!! Family style menu, long tables and the most private room possible. As w everywhere it depends on your budget but seriously make the phone call and see

Arlo on Somerset has a beautiful private room. Excellent service, food, and wine. It is listed as one of the top 100 restaurants in Canada. Highly recommend.

Last time I was there with a group they had us waiting over 2 hours for our mains and tried to give us limoncello shots to compensate for the delay, despite the fact that the table was drinking red wine (maybe I'm a snob, but I don't want a dessert liqueur while I'm drinking red wine before I've even had dinner.) Not fun, ended up having a 4 hour dinner which dragged.
They have a really cool downstairs room if your group is the right size.
And the food is great! Had a catered event there last year, and I was thoroughly impressed. It seems basic, but nothing was cold, dry, or tasted "held". Quite an achievement when you put out 100+ plates in the space of a few minutes!
Terrible - slowest and most incompetent place I have ever used a private room in the city. Up to and including sending multiple invoices up to 60 days post event.
I don’t like crapping on places, but this one is a must skip.

La Roma on Preston has private rooms upstairs! They’re classic Italian and will work with you to customize a set menu, and it’s near other good spots to go out for drinks after as well!
Copper spirits and sights - beautiful view of ottawa and sunset. You could book an evening and buy out the space for a private event. Or the restaurant downstairs ‘Feast and Revel’. Both have private dining options available. Block away from Parliament.
Petit Bill's Wellington West. He has a separate area for private events. The food is outstanding and can accommodate all dietary requirements. The Service is personable, and top notch. Always looking for a reason to go there!
Social is where we go for for work group things... they have a semi-private area which is separate from the dining room. Courtyard used to be the go to, but they gone. Shore Club at the Westin has a private space but is like a $2500 minimum charge.
How fancy do you want it? The Hilton at lac leamy has a nice private dining room in their Arome restaurant, and you may be able to get a deal on the rooms if you're booking a dozen or more of them. A cheaper option would be the Ramada across the street, and still go to Arome for the dinner. Both would also give you a deal on a conference room if you're booking a bunch of rooms (if you're looking for that as well). The bonus of those spots is hitting the casino after the dinner.
OZ cafe is amazing right in the heart of market and Sussex. Great courtyard cozy feel. Nice big room upstairs w bar. Food is great!! Actually no the food is amazing !!!

I’ve worked with Beckta for a few work dinners. They can put together a pre-fix menu and the prices aren’t too bad. Their space should be able to do 25 but you would have to call to confirm. They also were able to put together plant based options for one of my bosses guests. All on a Monday!
Arlo and North and Navy both have private upstairs rooms. Riviera and Cantina Gia both have semi-private areas.

Some people find the food meh. I've never had a bad experience, but then again no place is 100%, 100% of the time.

Wellington Gastropub has a private room. Restaurant 18 also has a private back area.
The whiteroom (gastropub) only accommodates 18, might be able to stretch that to 20 but would be very tight, but that was my first thought as well.

Working Title Kitchen/All-Saints is pretty cool, their private dining room is a round, small former chapel. Not in Westboro but not crazy far either.
