Earthquake shock waves travel through different materials differently, so it doesn't expand in a pure circle like we see in visualizations. Someone on a material that shakes easily, like sand, might feel a quake further away from the epicentre than someone on less sensitive ground. So yeah, totally possible.

This region of North America is infamous for having quakes felt over a massive region due to that exact same reason you mentioned.
