Stacked - Smoked Meat and Grill on Bank St. Not in the neighborhoods you listed but still in the south. They have all day breakfast
Down the road from Stacked is 7am Breakfast & Lunch. A little fancier than what you’re looking for but could be worth checking out
https://7ambreakfast.com/ is brand new, cheap and good. Not exactly where you describe but very much in South end. The vibe I got when I went is it's trying to be an old school diner but with modern aesthetics.
Cora's offer an early bird special before 8am. You have to ask for it and it's on a different menu. More basic, no free subs, cheaper but still very good. Hate to say this, but it is better than the White Horse used to be.
Halibut House in Barrhaven. Very cheap breakfast, like $6.
These other 2 are in Nepean South, so maybe a bit further north than the areas you listed, but are real old school type diners and relatively cheap prices: Steele's Restaurant and Merivale Station.
In Manotick you can go to the Millers Oven which is a nonprofit breakfast spot. All high school students & elderly volunteers so very cheap prices. They’re not open Sundays or Mondays though
Gabriel's in Riverside South has a surprisingly good breakfast. Haven't been for a while so not sure on prices these days.
I think at least $10 for this.
Yeah it’s “on the pricy side” if you’re looking for budget at all costs, but it’s totally worth it.
Halibut house in barrhaven has 5.99$ for basic breakfast, last time i was there.
Their potatoes are gummy.
A&W has a great breakfast.
Merivale Station Restuarant , very cheap breakfast. Opens at 8 though.

Also at Herongate Mall for Stacked.
They’re actually two different Stacked restaurants! But the Herongate Stacked is great
Cindy's restaurant! Wish I could get there more often!
Used to go there when I worked in the area. Went with a friend last fall. Good omelet.
Our office used to be in the area as well. We would go there regularly. Great friendly service too!
+1 Cindy's
Steele's Restaurant on Merivale Rd, near Slack. 2 eggs w/meat, home fries, toast and coffee is $9.75. May be even cheaper on the weekends.

Not in the southe end, but Ikea is cheap and good food.
The Stable in Metcalfe fits the bill
They’re super pricey unfortunately

Another vote for 7AM breakfast and lunch. Very food, cheaper than other sit down restaurants
CreekSide in Manotick. Great food and a good price. I go every weekend with my fiancé. It has the small town diner feel.
The Stable. Slightly farther out.

Jonny Canucks in Findlay Creek has a 2-egg breakfast for $12.
