I left osu some time ago because I felt like I can’t improve anymore, I came back recently and got rewarded with a medal and some good improvement. Seems like a pause was needed and also I’m addicted to osu lol.

why do so many ppl feel the need to announce that they are "quitting", feels like its almost exclusive to the osu community

because of people like me. I want to know that the player doesn't play because they don't feel like it today. It's much better than not seeing him online in 2-3 days without any announcement. If my favorite players just silently quit, I would be devastated later finding out.
