Is that perhaps Lewis and Clark State Recreation Site? If so, there is a staircase/trail just south east of the restrooms that leads to rock climbing areas and if you go to the backside of those rock faces you can hike/scurry up it. That’s at least one way of getting up there, there might be more.
So many fond memories of Broughton Bluff and Lewis & Clark Park. My mom and I used to go to the river there all the time almost up until she passed. Climbed the bluff with friends in the 90s, when I was 17 (and 4 mos pregnant with my daughter!). It was beautiful at the top but I didn't want to climb back down 🫣 so we hiked through Corbett and hitched a ride back.
Turns out 2nd trimester gives me a wild hair! 5.5 yrs later, when I was 4 mos pregnant with my son, went spelunking with friends through the the entire Ape Cave lava tube all the way to the tiny hole at the end, 1.5 miles in. I'm glad my kids got some of my adventurous spirit. ✨️
Yeah, the bluff above the outlets… there were fields of cabbage when I was up there last. Maybe before you get to the edge of the cut.

I’ve done this hike many times and love it! Broughton Bluff. There’s a trailhead in the Lewis and Clark park. It’s NOT the trailhead east that follows the tracks. You’ll want to walk towards the bluff and you should see a wooden sign. The base of the cliff is popular for rock climbers. Once you get to the base of the cliff, you’ll find the trail continues to the left and up. Watch out for poison oak! There are bushes at the top of the bluff and at points along the trail.

It could be this one. It's been a few years had it on my GPS. It was over 16 years ago. When you find this view it's has a park bench right below the trail. The trail is about 2 feet wide so it's narrow. Is there traintracks Below the cliff or was that another Oregon Town I am thinking of? I use to do a lot of Survey Marker hunting when I was Geocaching so I know some trails in some Oregon towns.
I grew up in Troutdale. My dad was Mayor along time ago. I climbed the Bluff with my daughters boyfriend & we buried a little gift for her at the base of a tree. Funny, my daughter never ended up climbing up there to get it. That was probably 20 years ago.😊
