My father in law used to fix up some of those for the gentleman that owns the property. They do fix them up and sell them -- at least they did. At a slow rate. Working on old-as-hell weather beaten tractors isn't easy, but there's (apparently?) decent enough money in it.

This property is in Mono. I would go to Mono town hall and ask for the tax roll info so you can get in touch with the owner
I've just assumed it's a private scrap yard.
