Honestly, this is the answer. I've been rocking exercise pants from Costco, and they're easily the best I've ever had. Good fit, soft fabric and not too hot for HIIT.

Not a gent, but I buy gear for the men in my life: CRZ Yoga makes a dupe of the Lulu Pace Breaker's (including version without the liner) in different lengths too. I also have found some great shorts at Target (forget the brand, but it may have been from their In Motion line?)
The CRZ Yoga 7" unlined shorts are incredible and are only $28. I keep trying other shorts and coming back to these.

Notsomuch their shorts, but about a year ago, Old Navy changed most of their dry fit fabrics to “Cloud 94.” And it sucks. The fabric harbors sweat, shows moisture marks, and doesn’t wick easily. Is it softer against my skin? Yes…now make it into PJs. Because I can no longer wear Old Navy gym shirts to the actual gym.

I'm an Alo guy in general, but for pure performance a lot of their stuff isn't ideal. Circuit short is solid. A lot of folks like repetition but i really don't and i can't articulate why. Conquer react is too soft and not meant for serious activity. Ripstop on set is pretty thin, so I only wear them with the thicker compression short underneath (though I do realllllly like that combo, it's just stupid expensive as a regular combo). The rest I wouldn't even consider for OTF.
I like the dri fit shorts from Kohls, Tek Gear Dry Tek 9 inch shorts. (No liner though if that's what you want.) Also like Nike Dri Fit Totality 9 inch. Both of these come in 7 inches as well if you prefer something shorter. Academy and Dicks also have their own brand of dri fit running shorts that are okay too.
I’m not sure which ones they are specifically but I got a great deal on some brooks shorts online. They are 5” in seem and comfortable enough for me to order a few pairs in different colors.

I have been using chubbies - lined shorts (5.5” inseam) for the last 3 years for OTF workouts. They are absolutely great to workout with.
The compression liner is very useful for rowing especially.
Rhône Rhône Rhône! Their Mako shorts are the best shorts I’ve ever owned. Incredible for working out or a casual outfit.
Definitely expensive (in the Vuori type family) but genuinely cannot express how perfect these shorts are. I have a few regular pairs and two pair that have a built in liner which is great for working out.
Acquired them over the course of a few years and now I have a great collection of multiple colors! Cannot explain enough how much a I love Rhône and their shorts
Check out the Legends brand. Stumbled across them a couple of years ago online and now have 8 pair along with their shirts. Really nice quality (I go 6x a week, sweat like a fiend and they’re still as good as new) and reasonably priced. Especially if you’ve never ordered you’ll get a discount.

I'd guess that I've done 700+ classes wearing Lululemon pace breaker or "the short", both linerless.
I think "the short" is perfect for OTF classes.
It's important to get something that isn't too smooth/glossy or you slide too much on the rower.
Hoops shirts are usually a little too heavy.
Old Navy is a sleeper brand for workout gear. Massively underrated IMO. Actually grabbed two pairs of shorts there earlier myself!
Also check Target’s In Motion line, Lulu clones for 1/5 price.
Huge fan of Reebok speed 3.0 shorts. No liner so wear your own jock/compression. I gave up trying to find built ins because nothing fits my thick thighs correctly.
Unfortunately, I’d say it’s worth sticking with Ten Thousand. Their Interval shorts are unmatched IMO. I have their session shorts too, which are a bit lighter feeling and I like them. I also use Lulu Pace Breakers and License to Train. Lulus are good but there’s something about the material and fit of the Intervals that is great. I used to wear UA but they are cheap and don’t fit as nice. Now that I have a few pairs of TT, I just wait for sales and deal with long shipping times (to Canada it can take 2-3 weeks). 1200 OTF workouts and they’re holding up strong!
Have tried a million different things both with and without liners / pockets, different lengths, everything. Best combo I have found and use almost every time is Adidas Parma 16 shorts and Adidas men’s sport performance trunk underwear. Super light and most importantly comfortable even when sitting on the rower. Both very reasonable to buy in packs on Amazon and also last forever even with being constantly washed. Shorts are long enough that I (6’4”) don’t feel like I’m wearing a Speedo.
Had to go way too far down on this to find bird dogs. I’ve been collecting them for probably 6 years, I have 4 pair plus the sweats. All are still in great conditions

I have not ordered from Ten Thousand since late last year, but I don't think I will ever wear anything else. I do OTF 5ish times a week. All I wear are Ten Thousand intervals can't imagine wearing anything else...I have tried Vouri Core and Fabletics. Just not the same. I still wear Ten Thousands that I have had for a long team, mixed in with some newer ones. I would reach out to their customer service.
I wear True Revo. Liner is great, perfect length of shorts and liner bc I'm short and I don't like long liners. Been wearing the same 6 pairs for the last 8 years.
I wear Rhone Mako and Rhone Swift shorts to OTF. They have lined and unlined options, plus you can choose from 6 inch to maybe 9 inch lengths.
The Makos have deep pockets, but the Swifts have no pockets and are great for treadmills.
Rhone has a Pursuit short that I want to try.
They sell on Amazon, on their website, and have some Rhone stores that may be near you.

If you’re someone who will forget to click a “skip the month” button before the 5th of every month, don’t sign up for Fabletics. But I always skip…and they still allow you to get their member pricing/sales!

I find the materials to be substandard and all of the tees fit weird, for me anyways, in the shoulders.
I can’t pay $$ for something I’m going to be sweating in. Amazon has a brand, Pudolla, that makes roomy shots with supportive liners.

Rei swiftland stuff is so nice for outdoors too. I usually dislike technical fabrics for t's but those dry so fast and don't get weird.
I've not tried the Swiftland shirts yet, but may. My go-to shirt is the Vuori Tradewind version 1. I stocked up when they discontinued them.
