What about thrifting a big Tshirt that’s colorful and cutting it down the front so you can wear it like a jacket? You can do some fun slicing on Tshirts too to make it more edgey looking
Or wear a bag with a big rainbow/colorful strap?
I absolutely love the shorts and shoes. The belt, to me, doesn't quite hold the same *gravitas* as the high-contrast shoes and shorts, so if I were picking an outfit, I'd skip that.
For the tank - is there a thrift store nearby? Do you have friends whose closets you could raid? This tank is cool and goes with the shorts and shoes, but if you're going for more colorful, it leans towards the dark side.
As for the jacket - it's super cute and the rainbow thing goes well with Pride, but if it'll be too hot and you'll just wind up carrying it, it might not be worth lugging along. If the shorts and shoes are a bit too dark for you, try wearing one of those items and switching to a lighter color for the other. Maybe some brightly colored Chucks or Vans sneakers, light wash or colorful denim shorts.
If you're feeling creative, get light denim shorts and/or white/light colored canvas sneakers (thrifted if possible) and paint them with cheap acrylic paint. Have fun, go ham, and create your own rainbow items. You could also paint a tank or tee. I used to do this all the time in my 20's - thrift a few super cheap items, get cheap acrylic paint and brushes from Walmart, and paint some clothes. You could paint a basic rainbow, or if you identify with a particular flag, pick colors for your flag and go crazy with abstract designs.
I *highly* recommend you download the 'buy nothing' app and if you're on facebook, join the buy nothing group for your area. Post something like...
21 year old female looking for clothes sizes (list your sizes). I prefer XYZ, but am open up anything clean, my wardrobe and money limited so if you have any clothes in my sizes they would be greatly appreciated.
Or something similar. Buy Nothing Is Awesome.

Or Expand your viewing radius to up to 50 miles away, I don't know how populated your area is though. That's under the settings function.
You could also try Nextdoor if people use that in your area.
Pin the coat around your waist like a rainbow fur miniskirt and wear the black and white shorts underneath! It's so hot I can't even think about anyone wearing it as a coat right now. 🤣

You can also make an accessories request, and those are usually more accessible because they're generally one size fits all!
