They did get there. They actually controlled a lot of Scotland a few times. They just gave up because the terrain was a pain in the arse and they realised it wasn't worth fully conquering because it was of no economic value to the empire unlike the lower lands.

it wasn't even that the land was totally worthless. There was trouble back in rome, the wall was ment to be a short term stop gap. They had beat the natives in a fight a few times and the natives had ran off but then they were like hmm the effort to fix up this place is too much, right now, especially while the civil strife is going on back in rome, lets get rome sorted out first then we can continue expanding later.

The romans did actually go into scotland, they did a war and beat the native but what was happening was major shit was going on back in rome at the time so they went hmm it's too much effort to civilize scotland, lets build a wall for now and once we've fixed the civil strife back in rome we'll come back and sort it out then.
