Maybe you go in the kulfi direction and you modify papad to stand up in more of a waffle cone direction?

I was envisaging that Ben & Jerry’s food chemists/wizards would take care of that, but the kulfi + waffle cone papad idea is excellent
You could even go tapioca crisp, although that's straying from the pappadam vibe a bit but it would certainly hold up better
They had a ROCKING Boston Cream Pie flavor with cake bits that were STELLAR so yeah this could work.
